If I'm the one writing it, certainly. I have a tout comprendre, c'est tout pardonner personality - it's very hard for me to dislike someone if I've done the psychological work of putting myself in their shoes, figuring out how they tick, re/de/constructing their worldview. Everyone thinks they're right, don't they? Everyone's dealing with issues. I'd still judge their actions (more so now than when I was younger, actually), but I wouldn't be able to hate them or stay mad at them. I've invoked this effect intentionally; not being one of those people who likes working up a good hate-on. I find it an unpleasant experience all around. XD;
Other than that, I think every good piece of fiction ought to modulate one's understanding of the characters in some way. No?
