I would think it's Jonathan-and-Dio's stand. I mean, a stand's final form seems to depend as much on circumstance and personality, and as shown in part 6 the thing itself resides in the head. XD The World is obviously the paterfamilias of all Joestar stands but I think if it were just Jonathan who got shot with the arrow The World wouldn't be The World. If that makes sense.
