Anasui's ability is hard to understand, yeah. At first I thought it was just phasing through things, but I think it is said in the explanation parts that he can cause it to store force and change the internal structure of an object his stand touches. Which is somewhat confusing, but actually a fairly good outgrowth of his disassembly mania. (What was he studying, do you think? engineering? He sure doesn't in character design fit your image of a guy who like to fiddle with things and take them apart; but everyone in Jojo is much more smrt than they would be in a regular shounen manga)
